KARACHI: Third generation technology or what is popularly known as 3G provides typical services like wireless voice telephony and broadband wireless data, all in a mobile environment. With a capability for high-speed wireless data transfer, the 3G has enhanced and made possible a myriad of additional applications.

Mobile network operators and telecommunications service providers the world over are embracing recently adopted 3G wireless standards in a bid to cater to the demand of emerging users and to offer new services to their customers.

Cellular operators in Pakistan seem not in favour of acquiring 3G technology as they believe this is not the appropriate time for it. No GSM (global system for mobile) operator has so far adopted 3G technology in the country.

All the cellphone services providers are of the view that 3G technology is going to be expensive, both to the customer as well as the provider. Installation and network administration in itself will require heavy investments while licence cost and investment required for upgrading network infrastructure and business systems remain the biggest impediments in the way of operators opting for 3G at a time of global economic slowdown.

Another issue is that the new technology means existing handsets will not be compatible with it and new and more expensive handsets as well as packages for 3G will make a big hole in the customer’s pocket.

Mobilink spokesman Omar Manzur said “we support new technologies to bring Pakistan in line with technological advancements in the world. At the same time, there is concern over return on investment owing to relatively low 3G demand on account of current state of telecommunications and affordability of using broadband services as well as price of 3G handset and devices. The demand for 3G will evolve over time and it requires significant investment.”

He said Mobilink was always committed to offering new and innovative services to the consumers through cutting-edge technologies and would be part of the evolving 3G landscape at an appropriate time.

Omer added Pakistan Telecommunication Authority (PTA) and the IT ministry were key drivers behind the telecom revolution in the country and were very keen to introduce 3G services in the country.

However, “we believe the government will set the date for auction of 3G spectrum when economic conditions are favourable for the industry to roll out 3G services at a price affordable to common people.”

Telenor Pakistan spokesman and Manager Corporate Communications Affan Haider said only a favourable regulatory environment would make 3G viable in Pakistan. “There are certain factors which are to be considered. 3G handsets are still relatively high-priced for mass market and penetration in Pakistan is still in single digit (around 7 per cent only).”

He said consumers were already reducing spending on handsets in light of current taxes on services and import duty on handsets. Under such circumstances, usage of handset and premium services would stay low.

“Cellular operators are at a competitive disadvantage against wireless local loop (WLL) operators which are offering broadband services. The price to acquire 3G spectrum for cellular operators can be very high when compared with the throwaway prices that were paid by WLL operators for acquiring the spectrum.”

Moreover, the Government / PTA must keep all stakeholders in mind while devising the process for award of 3G licenses.

“We believe that 3G is only viable if the spectrum auction base price is kept rational and not too high. New entrants are not allowed as in that case the market will not remain viable for any operator.”

He said a significant percentage of the auction reserve price was marked as earnest money for participation in the auction and that would act as an entry barrier to non-serious players.

“Before the auction of 3G licence takes place, spectrum availability throughout the country should be ensured so that operators getting the licence can start technology roll-out in all parts.”

He added the licence process should be carried out at an appropriate time after due diligence and consultation.

Zong spokesman Amir Pasha said “we are definitely interested in adopting 3G when the time comes. No one can deny 3G is the next step for wireless communications, however, in Pakistan’s current situation this dream may not be a reality for some time and this is not because technology is not available or even the resources to deploy it.”

He added the mobile phone service companies faced several challenges with their current networks including heavy taxes, import duties, high foreign direct investment cost, low Average Revenue Per User (ARPU) and low teledensity in rural and remote areas, which made it difficult to embrace the technology any time soon.

“In this scenario, introduction of 3G will only enhance currently available features and industry gurus are not expecting any movement in growth rate in the next few years.

“Even with the GSM network, many of the features are still not available to the users and most people do not take advantage of those that are being offered to avoid or minimise additional cost in their bills.” Pasha added even if the licence was obtained as per government schedule, implementation could be put on hold until the customer truly explored all avenues of GSM and was ready for the next revolution.

This is really depressive news, Users in Double digit or in single are going to make a reall differnce if you really analyze actual number of true GPRS/EDGE user they are also in ver rare quantity, I think 3G should welcomed here.

Under this agreement, DSL operators will now have a choice to acquire IP bandwidth from any other operator in addition to PTCL which will enable DSL operators to offer broadband services at competitive tariffs.

It may be mentioned that PTCL and DSL operators were unable to reach consensus on some of the issues such as permissibility to DSL operators to lease bandwidth from other private operators, laying of fiber in PTCL collocation sites, prices and discounts offered by PTCL for domestic and international bandwidth and provisioning of VPN services.Resultantly, the DSL interconnect agreement was pending for quite some time.

Taking cognizance of the issue, several meetings under the supervision of PTA were held between PTCL and DSL operators to resolve these issues. PTA also carried out detailed consultation with PTCL and DSL operators regarding finalization of DSL Interconnect agreement.

Chairman PTA said that owing to this agreement and resulting competition broadband tariffs will be reduced significantly. This would not only attract new broadband subscribers but would also motivate dialup users to shift to broadband services thereby increasing the broadband penetration in Pakistan.

4. In case of credit limit expired (e.g. voice Package on sale type iii) or non-bill payment on any postpaid sale, the UrEDGE Data Package will alio get blocked automatically.

6. After I buy it, how do I start using the Ufone EDGE USB? Do I have to install it first through an installation CD?
You can simply plug & play the Ufone EDGE USB in your laptop/desktop PC (in the USB slot). The Operating System automatically detects and recognizes the new hardware when the USB is connected and starts the automatic installation wizard for Ufone EDGE Modem application software preinstalled within the device. You just need to follow the prompts of the installation wizard.

After the program is installed, the shortcut icon of Ufone EDGE Modem program is displayed on the desktop with Ufone Logo. Every time you connect Ufone EDGE USB to your Desktop PC/Laptop, Ufone EDGE Modem application software is launched automatically. You can also double click the shortcut icon on the desktop to launch Ufone EDGE Modem application program. Also for your convenience there are predefined 3 Profiles available as Ufone Prepay, Ufone Postpay and Ufone Umail. You can chose as per your Data SIM/Package type and can also make the required profile as default by going to Tools>Options>Profile Management>Set as Default for ease of convenience.

7. I have GPRS activated on my SIM. Can I use the same SIM in the Ufone EDGE USB?
The Ufone EDGE USB comes with free one EDGE/GPRS enabled Data SIM at the time of purchase along with Free 6 months Unlimited Data usage. However Ufone still gives you the liberty to use any other Ufone EDGE/GPRS enabled SIM. But please note Ufone EDGE USB is only for Ufone SIMs, any other cellular operator SIM will not be functional through it.

8. Does it work offline, even when Ufone connectivity is not there?
The Ufone EDGE USB does not work offline. You should have to be in the Ufone coverage area to use mobile internet or send/receive SMS etc.

9. What are the conditions of replaceable warranty for Ufone EDGE USB?
Ufone offer 6 months free replaceable warranty to its valued customers. Warranty voids if:

Ufone EDGE USB is physically damaged, opened or broken.
Ufone EDGE USB Modem is burned, broken or soaked in liquid etc.
Purchase Receipt (Proof of Purchase) CSAF of DATA SIM missing.
6 months passed from the date of purchase.

Note: 03 Predefine Profile settings as per Ufone EDGE/GPRS network are already built-in into the device and any alteration may lead to Ufone EDGE USB Modem software to malfunction and even can cause the warranty void. It is therefore strictly advised not to change/modify/add any new APN Profile Settings.

Terms and conditions

1. The Ufone EDGE USB is available to all Pakistani Nationals having CNIC or foreigners having required credentials as per GOP/PTA regulations.
2. Any Ufone SIM (Prepaid or postpaid with GPRS activated) can be used in Ufone EDGE USB; however as per current offer 01 free Prepaid/Postpaid Data SIM will be offered with every EDGE USB modem with 06 months free unlimited data access.
3. In case of loss of SIM Steel Jacket (that is required to insert SIM in the EDGE USB) a new SIM Steel Jacket is available for sales at Rs. 50/- + Tax upon getting a copy of CSAF form as purchase proof of EDGE USB modem.
4. In case of loss of EDGE DATA SIM, a replacement DATA SIM with the same MSISDN (Voice barred, EDGE/GPRS/SMS Allowed) will be issued after client verification as per standard SIM replacement charges. (Previous copy of CSAF form for DATA SIM with IMEI required).
5. All Ufone EDGE devices have 6 months limited (in case no physical damage) replacement warranty from the date of purchase.
6. SMS charging rates will be as per prevailing SMS Rates of Rs. 0.5/- On-net, Rs. 1.0/- Off-net and Rs. 1.5/- International on EDGE USB DATA SIMs.
7. PTT, MMS, SMS Buckets, Premium URL or downloads and International data Roaming (without prerequisites) are restricted on UrEDGE data packages.
8. The packages are not offered on Prepaid/Postpaid VPN packages.

To check your IMEI number, key in “*#06#” (star hash zero six hash) on your Nokia mobile phone’s keypad just as you would when you dial a phone number to make a call.

More detailed info. This only applies for phones after year 2004.
Format of IMEI is just like show below:
AA-BBBBBB-CCCCCC-D
AA-BBBBBB = Type Allocation Code (TAC)
CCCCCC = Serial sequence
D = Luhn check digit. (or zero if no checks)

From AA: you can know the Reporting Board – example 35 is BABT (British Approval Board for Telecommunications).

They will get some basic info and the IMEI number of your
lost mobile set. They will register IMEI (International Mobile Equipment Identity)
of your cell phone and will request all the mobile operators to block this IMEI on
their networks.

You can also fax your complaint to CPLC at 021-5683336 or can
send an email to PTA at imei@pta.gov.pk or visit the site which is www.cplc.org.pk

IMEI is a number which is unique to every GSM mobile phone. It is usually found
printed on or underneath the phone’s battery and warranty card. IMEI of any set
can also be found by dialing the sequence *#06# into the phone. The IMEI number
is used by the GSM network to identify valid devices and therefore can be used to
stop a stolen phone from accessing the network. For example, if a mobile phone is
stolen, the owner can call his/her network provider and instruct them to “block” the
phone using its IMEI number. This renders the phone useless, regardless of whether
the phone’s SIM is changed.
